S.T.A.R.S.?  how could he rejoin stars if it has been destroyed?  only 4-5 members cannot form a special tactic unit, S.T.A.R.S. doesn't have an office anymore, no more weapons, no more chief, no more bravo team, and above all, no more payment from government 

but if S.T.A.R.S. in the game works like real life's S.W.A.T. then actually every city has his own SWAT, so as you say, he could rejoin a new STARS team (in another city) among with Barry, Jill, Rebecca.

I'm using GIMP, and photo filtre too  I make the main structure using photofiltre then to make layers and adjust lines I use GIMP, it's free and it's a supah kick ass program. hard too
